Their charges are US $35/Hr and they do not undertake any assignment below 30 manhours as starting level. I know all this as i know the person who handles such sites at Scorpio Informatics.

It is customize design base on phpcow CMS.

Well when 5 page brochure type of sites with original design are done for $900+ and there are companies charging $3000-$9000 for custom design on yahoo stores, $1400 is fair enough.
I guess. I'm cheap is the problem when it comes to buying anything! Its just shocking since the designs shown "look" so simple. But I guess if I ever do my own redesign I'll realize how muh work goes into it and have a better understanding of their price. I'm loving the first example thiennhien gave, simple, clean, thats my type of style.

40 man-hours is minimum that you would need for any design (every design looks pretty simple when sites are up) which is also compatible across major browsers. It can go up also.

I guess unique price at template-monster for a template is $2500 upwards. If any modifications are needed that's additional.

I agree. Very cool concept. Would be nice if I can get my hands around these templates to be able to start ding design work of them for people with that price. I currently only really design wordpress and basic html sites for my clients, both being very simple projects. Cow templates could be a great market!
Cow template design starts more in mind than on paper. This is say because of just the "Three Article Types" to play with. When the content is clear in mind (both for the site owner and the designer), then starts the design on wireframe--> editor etc. An interesting stats which would be helpful for you when you start dealing with cow templating clients (based on factual stats):

An average of 98X2 mails (taking average of all projects) are exchanged during execution of project .... though in one case there were 148X2. Now if you compute 5 min spent on attending and replying to mail meaningfully it 98X5 = 490 min ~8 Man Hours spent just on communicating on mails. There would be clients who who love to spend time over telephone also. This is where custom templating really gets not so cheap work. You can't blame the clients ... when they pay they would want more. At the same time service provider has to ensure that they do not run into loss doing a project.
